Sheppard – Vendor Report on Surface Lease Rental Arrangements – August, 2025


Parcel One:

• Canadian Natural Resources:

o Three sites totaling $8,750. One designated “active” $3,000. Two under

reclamation notice $5,750.


Parcel Two:

• Baytex Energy:

o One site designated “active”- $4,800.

• Canadian Natural Resources –

o One site designated “active” - $2,000.

• Pismo Energy / Brevet –

o Twelve orphaned leases, originally with Pismo, now Brevet.

o Surface lease rentals can be recovered once it is clear the operator did not pay

by the landowner applying to the Land & Property Rights Tribunal using a

“Returning Recovery of Compensation” form for each lease.

o The LRPT checks land titles to ensure who is currently on title in question,

approves the application, then directs the Government of Alberta to pay the

landowner.

o An on-site inventory was taken by the Orphan Well Association in August 2025.

This is a step towards the eventual reclamation of all the sites.

o Last twelve months of revenue due was $48,370 however not all has been

received at this time.

o Surface lease revenue from all sources is $55,170.

· SE 27-48-1-W4 excepting Plan 5653 and Plan 1420655: ALT 148.68 titled acres. CVR property profile indicates 138 as cultivated, balance pasture. Soil final rating ranges from 39 to 71. 2024 assessment $31,710. 2025 crop is canola. 2025 property taxes $712.

· NE 27-48-1-W4: ALT 160 titled acres. CVR property profile indicates 148 as cultivated, balance pasture. Soil final rating ranges from 37 to 69. 2024 assessment $32,240. 2025 crop is canola. 2025 property taxes $728.

The number of productive acres may change from year to year due to regional climatic conditions, agronomic practice, or energy company activity. 


There is a current agricultural lease in effect to December 31, 2026 with semi-annual payments of $34,000 plus GST due on March 31 and October 31. Further details can be obtained from the listing office.
 

Vendor reports surface lease revenue from CNRL, Baytex, and Pismo/Brevet sites.

Progressive Tender Steps:


Step 1: Submit Offer Document

  • Download the Offer Document from the www.sheppardland.ca website, pick up a copy at the RE/MAX office, or ask for one to be emailed to you.
  • Fill out the required details. Buyers must be GST registrants and provide a GST number at completion.
  • Obtain a bank draft or certified cheque for $50,000.00 made payable to "RE/MAX of Lloydminster in Trust." Only one deposit required if participating in both tenders.
  • Place both items in a sealed envelope and label it “Sheppard Tender."
  • Deliver the envelope to RE/MAX of Lloydminster at 5726 –44th Street, Lloydminster, AB T9V 0B6 by Noon MST, Tuesday November 4, 2025. 


Step 2: Round Table Activity

  • After the initial offers are opened, the Broker will contact each Participant and inform them of the amount of the highest offer. Participants will have until noon the following business day to submit a revised offer by phone, email, or text if they wish.


Step 3: Final Offer

  • This "round table" process continues for each parcel daily until every Participant declares their Final Offer.
  • If a Participant doesn’t respond within the time limit or increase their offer by a minimum amount of 2% over the previous round's highest offer, their last offer will automatically be declared as their Final Offer. 
  • Matching offers during progression rounds are discouraged.


Step 4: Confidentiality 

  • All Participants names are kept confidential and only revealed to the Seller with the offer history when the progression rounds conclude. Participant names and offer history are the sole possession of the Seller.


Step 5: Finalizing Purchase

  • The Seller reserves the right to reject any or all offers, engage in further negotiations on price or terms, and may award the sale of the subject property to the buyer of their choice.
  • The successful Participant must complete a Purchase Contract with the Broker within two business days of acceptance; a draft of which is available on the website.
  • Deposit is to be increased to 5% of the sale price upon removal of conditions.
  • Completion date can be either December 23, 2025 or January 6, 2026 or as otherwise agreed.


Step 6: Diligence Activity, Legal and Accounting Costs

  • Property is sold “as is”. Participants are encouraged to conduct their own diligence including appraisal for value, survey / real property or other reports.
  • Each party is responsible for their own legal and accounting costs. There is no buyer transaction fee.


Step 7: Notification

  • All Participants will be notified about the outcome once the Purchase Contract is completed between the successful Buyer and Seller. Deposits from unsuccessful Participants will be released in a timely manner.
